BRUC inaugurates the largest renewable energy cluster in Andalusia after an investment of 820 million
The 18 plants that make up the complex have a total capacity of 957 MW.
Their annual production will provide power to 476,493 Andalusian households.
The Minister of Industry, Energy and Mines of the Andalusian Regional Government, Jorge Paradela, inaugurated the complex today.
Carmona (Seville), July 10, 2025.- The Minister of Industry, Energy and Mines of the Andalusian Regional Government, Jorge Paradela Gutiérrez, inaugurated this morning the largest renewable energy generation cluster of BRUC in Andalusia. Named Cartago, it consists of 18 photovoltaic solar power plants, with a joint capacity of 957 megawatts (MW). This complex includes the Don Rodrigo node, the largest private transport network connection in the Andalusian region.
BRUC’s Chairman and CEO, Juan Béjar and Luis Venero respectively, hosted the event, which took place at one of the plants in the municipality of Carmona. Attending alongside the Minister of Industry, Energy and Mines were the Mayor of Carmona, Juan Ávila, and executives from Magtel, the developing company, as well as other companies linked to the project.
Covering an area of 1,610 hectares, the 18 plants provide an installed capacity of 957 MW and an annual generation capacity of 1,875 gigawatt hours (GWh). This capacity is equivalent to the electricity consumption of 476,493 Andalusian homes. The Cartago cluster accounts for about 70% of BRUC’s installed capacity in Andalusia. BRUC has invested 820 million in this cluster.
At the opening ceremony, BRUC President Juan Béjar praised “the very favorable attitude and the good work of the Andalusian Regional Government in the deployment of renewable energies, a competitive advantage for companies operating in this region.” Béjar added that “the ongoing regulation of storage will allow for improved efficiency of clean energy plants and, in this way, contribute to the energy independence of Andalusia and Spain.”
He also explained that “this complex represents more than 10% of Andalusian households’ consumption in terms of production. All this should lead Andalusia and Spain to a leading role in the third industrial revolution: the energy one. Energy is what determines the location of industries.”
He went on to state that “investment in grids is essential. There is not enough infrastructure to bring energy to consumer centers such as electric car charging points. Industry is requesting connection points that are being denied or postponed.”
For his part, Jorge Paradela highlighted BRUC and Magtel’s commitment to the development of renewable energies by implementing environmental measures beyond what the regulations require and incorporating local Andalusian companies into the engineering and construction phases, thus strengthening the value chain—one of the goals set by the Andalusian Government to support the deployment of these projects.
The minister emphasized the investment, exceeding 800 million, the jobs created, and the positive impact on the four municipalities where the plants are located. He also stressed the “rigorous” processing by the regional administration for these types of projects, shown by the fact that “35% of the capacity under processing at the close of 2024 has not succeeded.”
According to Paradela, the “keystone” of the renewable rollout is the ability to attract industrial investment thanks to having clean energy at competitive prices. “Of the 16.3 billion we have attracted in three and a half years, more than 9 billion corresponds to green industry,” he added. He also insisted that for Andalusia and Spain not to miss this opportunity, regulatory advancement in energy storage is essential and that the central government must increase its investment in transport networks.
BRUC in Andalusia
BRUC will invest 2.26 billion euros in Andalusia as part of its strategic plan through 2028. Of this amount, 1.23 billion has already been spent financing the development and construction of photovoltaic solar generation plants, and another 1.03 billion euros will be allocated over the next three years to expanding a generation park with a total capacity exceeding 3,000 megawatts (MW).
BRUC currently has 25 photovoltaic solar power plants in operation, totaling 1,385 MW. These facilities are located in the provinces of Seville (18), Huelva (2), Cádiz (3), and Málaga (2). Additionally, it is building another five plants with a combined capacity of 260 MW in the province of Seville, to which other projects currently in development will be added, including battery storage and wind hybridization.
These plants have created 1,652 skilled jobs and contribute both to the reindustrialization of the area and to generating economic activity in sparsely populated rural areas.
Andalusia is a priority region for BRUC. Among its portfolio is the Don Rodrigo node, 400 kilovolts (kV) and a power evacuation capacity of 957 MW, the largest private renewable generation node in the region.
In 2028, with all plants in operation, BRUC expects to produce annually 3.02 terawatt hours (TWh), the consumption of about 800,000 households, 25% of Andalusian homes. This output will ensure electricity supply for the region and make it one of the leading exporters to the rest of Spain.
This commitment to sustainability through the development of clean energy finds its best expression in contributing to the fight against climate change. In 2028, BRUC’s park in Andalusia will prevent the emission of 854,660 tons of carbon dioxide.
